中小企業數字化轉型的德國經驗借鑒

一、德國多措并舉系統推進中小企業數字化轉型

二、我國亟需破解中小企業數字化轉型進程緩慢的瓶頸

我(wo)國(guo)與德國(guo)類似,中小企(qi)(qi)業(ye)體(ti)量龐大,是(shi)我(wo)國(guo)經濟發(fa)展(zhan)的(de)中堅(jian)力(li)(li)量。中小企(qi)(qi)業(ye)不僅是(shi)我(wo)國(guo)保市(shi)(shi)場主(zhu)(zhu)體(ti)、保就(jiu)業(ye)的(de)主(zhu)(zhu)力(li)(li)軍,其數(shu)字(zi)化(hua)轉型進程更是(shi)提升我(wo)國(guo)產業(ye)鏈供應鏈穩(wen)定性、競爭(zheng)力(li)(li)的(de)關鍵環節(jie),有力(li)(li)支撐我(wo)國(guo)構建(jian)新發(fa)展(zhan)格局。根據(ju)工信(xin)部(bu)數(shu)據(ju),2022年(nian)中小微企(qi)(qi)業(ye)數(shu)量已超過5200萬戶,占(zhan)市(shi)(shi)場主(zhu)(zhu)體(ti)總(zong)量的(de)90%以上(shang)(shang),貢獻了全(quan)國(guo)80%的(de)就(jiu)業(ye)、70%左右的(de)專利發(fa)明、60%以上(shang)(shang)的(de)GDP和50%以上(shang)(shang)的(de)稅收。2023年(nian)政府工作報告中也明確提出要加快中小企(qi)(qi)業(ye)數(shu)字(zi)化(hua)轉型,著力(li)(li)提升高端化(hua)、智能化(hua)、綠色化(hua)水平。

但是(shi),目前我國的(de)(de)中(zhong)小(xiao)企(qi)業(ye)大多(duo)數(shu)處于(yu)(yu)工業(ye)2.0階段(duan),小(xiao)部分處于(yu)(yu)工業(ye)3.0階段(duan),自動化(hua)、信息化(hua)、數(shu)字化(hua)并存,數(shu)字化(hua)轉(zhuan)(zhuan)型能力、轉(zhuan)(zhuan)型基礎均較弱。接近80%的(de)(de)中(zhong)小(xiao)企(qi)業(ye)數(shu)字化(hua)處于(yu)(yu)低水平(ping)的(de)(de)初步(bu)探索階段(duan),資金(jin)問題、技(ji)術問題、人才問題的(de)(de)三座大山(shan)依然是(shi)制約(yue)我國中(zhong)小(xiao)企(qi)業(ye)數(shu)字化(hua)轉(zhuan)(zhuan)型進程的(de)(de)重要因素。

三、借鑒德國經驗全面推進我國中小企業數字化轉型

推(tui)(tui)動中(zhong)小(xiao)(xiao)(xiao)企(qi)業(ye)數(shu)字(zi)化(hua)(hua)轉(zhuan)(zhuan)型(xing)升級是(shi)激(ji)活企(qi)業(ye)內生(sheng)動力(li)、實現高層次(ci)高端(duan)化(hua)(hua)發展、構(gou)建我國(guo)新發展格局的(de)有力(li)支(zhi)(zhi)撐。基于德國(guo)推(tui)(tui)動中(zhong)小(xiao)(xiao)(xiao)企(qi)業(ye)數(shu)字(zi)化(hua)(hua)轉(zhuan)(zhuan)型(xing)經驗及我國(guo)基本情況(kuang)分析,圍繞(rao)頂層戰略,推(tui)(tui)動數(shu)字(zi)化(hua)(hua)轉(zhuan)(zhuan)型(xing)促進(jin)中(zhong)心(xin)等(deng)公共服務平臺建設,加大資金支(zhi)(zhi)持力(li)度,著(zhu)力(li)解決轉(zhuan)(zhuan)型(xing)瓶頸,構(gou)建賦(fu)能網絡,銜接(jie)轉(zhuan)(zhuan)型(xing)資源,培育轉(zhuan)(zhuan)型(xing)生(sheng)態,是(shi)推(tui)(tui)動我國(guo)中(zhong)小(xiao)(xiao)(xiao)企(qi)業(ye)數(shu)字(zi)化(hua)(hua)轉(zhuan)(zhuan)型(xing)進(jin)程的(de)必由之(zhi)路。

2022年國務(wu)院(yuan)印發(fa)(fa)的(de)《“十四五(wu)”數(shu)(shu)字(zi)經濟發(fa)(fa)展規劃》明確提出實(shi)施中小(xiao)企(qi)業(ye)數(shu)(shu)字(zi)化(hua)(hua)(hua)(hua)賦能(neng)專項(xiang)行動(dong),支持中小(xiao)企(qi)業(ye)從(cong)數(shu)(shu)字(zi)化(hua)(hua)(hua)(hua)轉(zhuan)型(xing)(xing)需求(qiu)迫切的(de)環節入手,由點及(ji)面(mian)向全業(ye)務(wu)全流程數(shu)(shu)字(zi)化(hua)(hua)(hua)(hua)轉(zhuan)型(xing)(xing)延伸(shen)拓展;鼓勵和(he)支持互聯網平臺、行業(ye)龍頭(tou)企(qi)業(ye)等(deng)立足自身優勢,開放數(shu)(shu)字(zi)化(hua)(hua)(hua)(hua)資源和(he)能(neng)力,幫助傳統企(qi)業(ye)和(he)中小(xiao)企(qi)業(ye)實(shi)現數(shu)(shu)字(zi)化(hua)(hua)(hua)(hua)轉(zhuan)型(xing)(xing);通過建(jian)設數(shu)(shu)字(zi)化(hua)(hua)(hua)(hua)轉(zhuan)型(xing)(xing)促進中心,銜(xian)接集聚(ju)各類資源條(tiao)件,提供數(shu)(shu)字(zi)化(hua)(hua)(hua)(hua)轉(zhuan)型(xing)(xing)公共服務(wu),打造區域產(chan)業(ye)數(shu)(shu)字(zi)化(hua)(hua)(hua)(hua)創新綜合體,帶(dai)動(dong)傳統產(chan)業(ye)數(shu)(shu)字(zi)化(hua)(hua)(hua)(hua)轉(zhuan)型(xing)(xing)。

(一)強化政府引導,構筑精準發力的頂層戰略

參照德國經驗,充分發(fa)(fa)揮政府引導作(zuo)用(yong),強化頂(ding)層設計,通過系統政策(ce)設計指引轉型(xing)(xing)方向(xiang)(xiang)(xiang)。一是(shi)在體制(zhi)機制(zhi)方面,可吸(xi)納相關企業(ye)(ye)、科研院所及協會,推動完善我(wo)國中小企業(ye)(ye)數字(zi)化轉型(xing)(xing)高(gao)質量發(fa)(fa)展的(de)頂(ding)層設計,包括轉型(xing)(xing)基本方法(fa)、路徑及應用(yong)場景、重(zhong)點標準(zhun)方向(xiang)(xiang)(xiang)等(deng)。二(er)是(shi)在產業(ye)(ye)政策(ce)制(zhi)定時,既要(yao)注重(zhong)中央與地方產業(ye)(ye)政策(ce)的(de)縱向(xiang)(xiang)(xiang)貫通,也要(yao)注重(zhong)不同(tong)部門(men)(men)間政策(ce)的(de)橫向(xiang)(xiang)(xiang)銜接,有(you)效(xiao)凝聚各地區各部門(men)(men)共識、有(you)效(xiao)促進相關資源要(yao)素高(gao)效(xiao)配置。

(二)加大資金支持,促進轉型高質量持續發展

積極整(zheng)合政府各(ge)部門支持中小(xiao)企業數(shu)字(zi)化(hua)(hua)(hua)(hua)的政策(ce)性資(zi)(zi)金(jin)(jin),帶動社會資(zi)(zi)本加大(da)(da)對中小(xiao)企業數(shu)字(zi)化(hua)(hua)(hua)(hua)的投(tou)入(ru)。一方面加大(da)(da)財政政策(ce)引(yin)導,設立中小(xiao)企業數(shu)字(zi)化(hua)(hua)(hua)(hua)專(zhuan)項(xiang)基金(jin)(jin)或(huo)專(zhuan)項(xiang)資(zi)(zi)金(jin)(jin),優化(hua)(hua)(hua)(hua)相關稅收(shou)減免(mian)和(he)扶(fu)持政策(ce),引(yin)導更多金(jin)(jin)融(rong)機構、風險投(tou)資(zi)(zi)機構和(he)社會資(zi)(zi)本參與中小(xiao)型(xing)制(zhi)造企業數(shu)字(zi)化(hua)(hua)(hua)(hua)轉型(xing)。另一方面拓寬數(shu)字(zi)化(hua)(hua)(hua)(hua)轉型(xing)投(tou)入(ru)渠道,開(kai)通(tong)數(shu)字(zi)化(hua)(hua)(hua)(hua)轉型(xing)項(xiang)目融(rong)資(zi)(zi)服務(wu)綠色通(tong)道,試(shi)點(dian)中小(xiao)企業數(shu)字(zi)化(hua)(hua)(hua)(hua)轉型(xing)相關金(jin)(jin)融(rong)產(chan)品(pin)創新(xin),體系化(hua)(hua)(hua)(hua)建設中小(xiao)企業數(shu)字(zi)化(hua)(hua)(hua)(hua)融(rong)資(zi)(zi)系統。

(三)發揮市場力量,搭建聯動的公共賦能網絡

基于問題導(dao)(dao)向、需求導(dao)(dao)向、市(shi)場(chang)導(dao)(dao)向的原則,通過打造(zao)數(shu)(shu)(shu)字(zi)化(hua)轉(zhuan)(zhuan)(zhuan)(zhuan)(zhuan)型(xing)(xing)促(cu)進(jin)中(zhong)(zhong)心,聚焦中(zhong)(zhong)小(xiao)企(qi)業(ye)實際需求,以平(ping)臺化(hua)為抓手構(gou)建數(shu)(shu)(shu)字(zi)化(hua)轉(zhuan)(zhuan)(zhuan)(zhuan)(zhuan)型(xing)(xing)公(gong)(gong)共(gong)服務(wu)(wu)(wu)體系。一(yi)是可有效整合(he)技(ji)術、產品、方(fang)案(an)、人才等數(shu)(shu)(shu)字(zi)化(hua)轉(zhuan)(zhuan)(zhuan)(zhuan)(zhuan)型(xing)(xing)服務(wu)(wu)(wu)資源(yuan),提供方(fang)案(an)設計、轉(zhuan)(zhuan)(zhuan)(zhuan)(zhuan)型(xing)(xing)咨詢(xun)、賦能(neng)(neng)指(zhi)導(dao)(dao)、供需撮合(he)、協(xie)同(tong)創(chuang)新(xin)等一(yi)攬子普惠化(hua)、多樣化(hua)服務(wu)(wu)(wu),推(tui)廣數(shu)(shu)(shu)字(zi)化(hua)轉(zhuan)(zhuan)(zhuan)(zhuan)(zhuan)型(xing)(xing)成果案(an)例,制定(ding)數(shu)(shu)(shu)字(zi)化(hua)轉(zhuan)(zhuan)(zhuan)(zhuan)(zhuan)型(xing)(xing)標準,推(tui)動數(shu)(shu)(shu)字(zi)化(hua)轉(zhuan)(zhuan)(zhuan)(zhuan)(zhuan)型(xing)(xing)應(ying)用范式創(chuang)新(xin),建立(li)市(shi)場(chang)化(hua)服務(wu)(wu)(wu)與公(gong)(gong)共(gong)服務(wu)(wu)(wu)雙輪驅動的轉(zhuan)(zhuan)(zhuan)(zhuan)(zhuan)型(xing)(xing)服務(wu)(wu)(wu)生態,推(tui)動數(shu)(shu)(shu)字(zi)技(ji)術惠及(ji)更多中(zhong)(zhong)小(xiao)企(qi)業(ye)。二是通過加(jia)強促(cu)進(jin)中(zhong)(zhong)心區域聯動組(zu)網,實現戰略協(xie)同(tong)、能(neng)(neng)力協(xie)同(tong)及(ji)資源(yuan)協(xie)同(tong),促(cu)進(jin)數(shu)(shu)(shu)字(zi)化(hua)轉(zhuan)(zhuan)(zhuan)(zhuan)(zhuan)型(xing)(xing)資源(yuan)的高(gao)效流通與普惠共(gong)享,構(gou)建數(shu)(shu)(shu)字(zi)化(hua)轉(zhuan)(zhuan)(zhuan)(zhuan)(zhuan)型(xing)(xing)聯動賦能(neng)(neng)網絡,全面加(jia)速我國數(shu)(shu)(shu)字(zi)化(hua)轉(zhuan)(zhuan)(zhuan)(zhuan)(zhuan)型(xing)(xing)進(jin)程。

(四)重視創新人才,培育協同創新的發展生態

一方(fang)(fang)面,要重(zhong)視創新(xin)型(xing)數(shu)(shu)字(zi)化人才(cai)培(pei)養,通(tong)過針對性專題(ti)培(pei)訓,啟發(fa)企業數(shu)(shu)字(zi)化轉型(xing)需(xu)求(qiu),通(tong)過深化校企合(he)(he)作,建立(li)健全跨界人才(cai)培(pei)養機制(zhi)和激勵政策,引(yin)導培(pei)養高(gao)級管(guan)理人才(cai)、技(ji)術復(fu)合(he)(he)型(xing)人才(cai)、實(shi)用(yong)技(ji)能(neng)人才(cai)等(deng)(deng)數(shu)(shu)字(zi)化人才(cai)。另一方(fang)(fang)面,培(pei)育協同創新(xin)發(fa)展生(sheng)態(tai),通(tong)過政府宣傳引(yin)導、打(da)造標桿示范、征(zheng)集典型(xing)場景案例等(deng)(deng)手段,充分(fen)調(diao)動(dong)各級政府部門(men)、龍(long)頭(tou)(tou)企業、互聯網巨頭(tou)(tou)、科研(yan)院所、行(xing)業協會等(deng)(deng)積極性,不斷拓(tuo)展數(shu)(shu)字(zi)化轉型(xing)伙伴(ban),吸引(yin)聚(ju)集各類要素(su)資源(yuan),擴大數(shu)(shu)字(zi)化轉型(xing)生(sheng)態(tai)圈。
